JOHN L. SPRUILL
John is an Army-trained and certified Black Belt Facilitator with more than 16 years of experience. Recognized as a technical authority in Continuous Performance Improvement (CPI), John has facilitated more than 60 significant customer-driven, results-oriented quality and process improvement projects and events using Lean Six Sigma and various CPI strategies, as appropriate, across DOD and other federal agencies. John has more than 33 years of federal service as both a soldier and a government civilian.
John was born in Philadelphia, Pennsylvania. He graduated from Morgan State University in 1987 with a Bachelor of Science in Business Administration. John was commissioned a second lieutenant in Military Intelligence (Distinguished Military Graduate and George C. Marshall Award Recipient), working in operational intelligence and security positions that included leading soldiers and working as a staff officer. He has deployed all over the world and is a war veteran of Operations Desert Shield/Desert Storm. He has directly supported major operations in Somalia, Bosnia, and Afghanistan. As a DOD civilian, John transitioned his talents to improve processes directly affecting the mission and workforce closest to “boots on the ground”. He has worked as an Army Black Belt Facilitator, training and mentoring Green and Black Belts while managing and facilitating project management efforts to improve critical processes with government organizations. John retired from the federal government in March 2020.

EFFORTS AND PAST PERFORMANCE
- In July 2019, managed the General Fund Enterprise Business System (GFEBS) Configuration Management (CM) team (in collaboration with the IBM contract team) to develop a CM strategy to improve the fidelity of workflow schedule and standards for Change Management boards. This improvement created formal workflows for each board process and developed definitive roles and responsibilities for stakeholders. This effort produced an operational benefit reducing cycle time for approval board processes by more than 75% (from four hours to one hour or less)
- In Mar 2020, managed the GFEBS (GFEBS) sponsored LSS Continuous Process Improvement (CPI) Rapid Improvement Event (RIE) Project to respond to 12 months of extensive difficulties in timely onboarding of personnel with the proper credentials, accesses, and equipment to perform mission-critical functions within his organization. The project specified and defined the categories of responsibility for the IMO Team and identified roles and responsibilities for process stakeholders, created formal processes that provide 80% (or better) visibility and tracking of items from “request” to “receipt”, and created performance metrics relative to each category of responsibility for gauging progress (sustainability). The organization can expect to receive a projected financial benefit of more than $250K (ROM) in cost avoidance (HR time savings, mission, and funds at risk).
